Why does the meter count about 203 km?

Because the circuit is closed. The STAC states that the route is counted back to the starting point by the shortest way, unless both parties agree otherwise. So the 101.6 km one way are charged as roughly 203 km.

Tolls follow the same logic. The STAC says the user pays the toll for the road used, including the toll on the taxi's return journey. On a trip of this length, tolls matter, so ask before accepting any quote.
